My name is CARLOS ALBERTO VIGNOLO FRIZ (1949, married, 5 children). I am Chilean by birth, Civil Industrial Engineer and Master in Engineering Sciences, mention in Economic Engineering from the University of Chile (1975) with free postgraduate studies in Political Economy, Economic Development and Innovation at the University of Sussex (UK, 1975-1977). I invite you to get to know me a little better!

 

Since 1972 I have been a Research Professor at the Department of Industrial Engineering (DII) of the Faculty of Physical and Mathematical Sciences of the University of Chile. I am currently Director of the "Innovation and Sociotechnology" Program, member of the Board of Directors of the Center for Public Systems (CSP) and of the Undergraduate Teaching Commission (COMDOC), all of them units of the DII. I am also a member of the Humanities Technical Committee of the Faculty of Physical and Mathematical Sciences.

VI Encuentro Sociedad y Tecnologías de Información (2005)

In 1986, when I was Director of Postgraduate Studies at DII, I joined the then called "Santiago School", which is based on the pioneering developments of Humberto Maturana and Francisco Varela, in the field of the Biology of Knowing. Since then I have been developing a Radical Constructivist philosophical platform, from which I have proposed the creation of a new discipline: Sociotechnology, dedicated to research and development in the field of technologies for the construction of social capital, a variable that has begun to appear, increasingly, as the key to the integral development of nations, economically, politically and socially.

 

I made this proposal for the first time as a member of the Board of Directors of Fundación Chile, the main entity dedicated to innovation in Chile, during the organization's long term strategic planning workshop in 1998.

 

In 2001, at the CLAD Congress in Buenos Aires, I formalized this proposal, arguing that Latin America has comparative advantages to develop this discipline. This has meant invitations to give lectures, workshops and courses in Brazil, United States, Spain, Mexico, Argentina, Venezuela, Colombia and Uruguay.

 

Based on this proposal of radical innovation, at an epistemological, ontological and humanological level, I led the creation and directed the Management Skills Program (PHD) of the DII between 1999 and 2005. I participated in the creation and directed the programs of Strengthening of the Social Capital of the Bío Bío Region (2001-2005), Strengthening of the Social Capital of the Salmon Cluster (2005-2007), Management and Economics of Health Systems (1992-1997) and Modernization of Public Management (1990-1993) all of them carried out from the Division of External Projects (DIPE) of the DII, whose gestation and implementation I led in the period 1990-1993.

Linked to my relationship with the Aysén Region since 1985, I co-managed and co-managed, together with the deputies of the time, Pablo Galilea and Leopoldo Sánchez, the Program to Strengthen the Social Capital of the Aysén Region (2001-2006), which had as its most relevant activities the Colloquiums "Talking about the Aysén Region", which brought together more than 100 relevant actors of the Region in 2001, 2003 and 2006.

 

 

Within my work with the private sector, I was Director of Pesquera FRIOSUR and Salmones FRIOSUR, companies in whose gestation and management I participated for 30 years (1985-2014), linked to their commitment to the development of the Aysén Region.

 

 

Between 2014 and 2017 I was an advisor to the Executive Vice Presidency of CORFO, in the constitution and strengthening of the management teams and the strengthening of the Social Capital of the Strategic Programs. Since March 2018 I am part of the Advisory Board of the Chile Governance Lab, having been a member of its Board of Directors between December 2014 and March 2018.

 

 

In November 2019 I gave 6 Conferences and facilitated 5 Workshops in 6 cities in the State of Veracruz, Mexico, thus initiating a Program to Strengthen Social Capital and Generate a Culture of Innovation in that State. This project is temporarily suspended due to the Covid-19 pandemic but a maintenance activity is maintained through regular interviews in the XEU News Portal, the most important of Veracruz.
